Based on what I've found, the criteria of whether a mod is allowed is loosely based on the Postive Play Charter (which can be found here: https://www.ea.com/commitments/positive-play/charter) and if what you say is true (that this mod is essentially WW for young sims) then it breaks TOS and should be correctly responded to since The Sims themselves have confirmed that they do not allow this type of content before as seen through the image attached

I've looked over it. I definitely still believe that this content creator breaches EA's Terms and Conditions. Unfortunately, Google Chrome hasn't actually allowed me to send an email to support.
Community Manager@Primethion2021My understanding from a news video on YouTube is that the Sims team has already addressed this mod in a tweet, saying that anyone using it would be banned. I'm not allowed to link to information about the mod in question, but if you google "sims team addresses disturbing mod" you'll find the YouTube video and some news articles about it.
I won't link to the official Sims team tweet (that feels weird, but if you scroll up they discuss the mod) but they said on February 22, 2021:
"These types of mods have deeply disturbing content, are not authorized by EA, and their use violates our User Agreement. If we detect players using this kind of mod content, they will no longer be able to play the game and will face permanent EA account bans."

I hope that helps! and I agree that those kinds of mods are disgusting and shouldn't be tolerated.
P.S. I don't work for EA and support your attempts to report it! they do know but they have to go to all the different sites that might host it and have it removed that way.
