Are you currently using any mods/CC?
If so, please try moving your Mods folder to the Desktop and delete localthumbcache.package. Once you've done that, test the game.
If it works normally, check for updates to your mods/CC. You can then add them back a little at a time while testing until you have found all that are broken.
Community ManagerMods/CC can become outdated or corrupt and can cause some strange in-game issues like what you're seeing- when you run into issues like this, we ask that you test without any mods/CC so we can determine if the issue is being caused by mods or not.
To check for updates on these, you'll need to check with the creator of these particular mods/CC.
Community ManagerThe 50/50 method is the best way to locate any broken mods/CC.
Here's how to use the 50/50 method:
1. Move all the mods and CC out into a temporary folder on the desktop.
2. Move a few files back at a time. Load the game to make sure it loads and everything is good.
3. Delete the localthumbcache.package from the Sims 4 folder to help remove any traces of the mods or CC that were installed.
4. Repeat steps 1 - 3 till there is no more files to check.
While your testing, don't save the game. If you find any problems, delete the mod or custom content file.
Community ManagerTry clearing the cache for Origin with theses steps as well as repairing The Sims 4 through Origin.

This issue you're seeing is again related to outdated or corrupt mods- please follow the steps I've listed out previously to check your mods/CC. If you use the UI Cheats mod, it's most likely an issue with that one in particular. We do have a master thread on UI glitching issues that you can reference here.
