I have exactly the same problem. I did remove all mods and cc and the issues still persists. It's the horses themselves.

For everyone else that clicked me too: Does anyone on console or on an always vanilla game have this issue ? Updating the traits mod, worked for me 🙂 Also deleted cache, cachewebkit, localthumbcache.package and avatarcache.package files from the game file folder. All working now as it's supposed to work!
[edited to remove the link to the mod]Awesome! I've edited out the link to the mod, but I do want to note that multiple mods were causing this.
