@Naturark  If you have any mods or custom content installed, please remove it all for testing purposes.  You don't need to save your progress.

If that doesn't help, please enable uncompressed textures and disable post-processing, both in the lower-right corner of the graphics options page.  Restart your game after changing the settings and before loading your save, still with no mods or cc present.

If that doesn't help either, please run a dxdiag and attach it to a post.
