A promo code is a code for a discount on your purchase. Like if a website had a 20% off code, for example. You don't need to fill that in. If a code you had has expired, it means that they were only offering that deal for a limited time and that time is over.

You don't need to worry about the advanced launch options unless you're trying to make your game start in an unusual way. I've yet to need it and I've been playing Sims 4 since it started.
