Recommended CC?

These are all great recommendations, even for someone who has been playing for awhile. I'm totally going to go through these and check everything out!

My top favorites are
1. Madlen (MJ95 at TSR) for shoes
2. Marigold (her blog/site is kinda a pain to navigate but the cc is soo worth while)
3. MissFortuneSims at TSR
4. WildlyMiniatureSandwich at tumblr
5. Kijiko (at her blog/site) she makes gorgeous 3d eyelashes that will change your simlife!
6. Serenity_CC at TSR
7. Beloallure at TSR.
There are many other wonderful artists I use but these are the ones I can't live without.

Mostly a bunch of MM ones, but my favorites.
1. Simple Simmer
2. XLDsims (Does a lot of male related content and lot of male hairs)
3. Leeleesims1 (Various afro centric hairs with some straight ones too, plus very nice MM clothing)
4. Shespeakssimlish (More curly and coarse afro centric hairstyles)
5. Grimcookies (Hairs, skinblend, and makeup)
6. Averia (Eyes, clothes, hair, recolors)
7. Simlaughlove (Clothing and hair and some objects)
8. Luumiasims (Mods to remove the blue glo and eyeshine in game, lighting mods and clohing and skin blends)
9. Viiavi (Lots of female clothing, skinblends)

Wowza, thanks for all the recommendations! I'm slowly trying to go through them all while looking at stuff on the side as well.
If any of you are still here after recommending things, may I possibly ask a favor? If you know of any cutesy, pastel, or anything that may go under the style of "kawaii" (like, anime, harajuku, or japanese inspired cute clothes), and/or goth-styled or punk-styled stuff, could you please link them? At least for the "kawaii"-styled stuff, it's been hard to find links to them that aren't dead or secretly Sims 3.

But lana cc finds best choice for both games cc from ts2 to ts4.

That sounds strange, usually it is the other way round (censorship in China), but if you are really a victim of some kind of "region lock" you could try Tor Browser.

Have you asked the reasons from your Internet Provider? This is really odd. You could also try maybe a VPN program that hides where you come from. That should circumvent the censorship. There are several awailable both free and via subscriptions.

@TopNotchToddler and @Stina1701A I was once told it might have something to do with internet speed? I use WiFi provided by my building, and it's not exactly that great to begin with, so it's possible. I think I might try out a vpn to see if that fixes it somehow.
Also, it seems to be specifically Japanese and Chinese websites I have trouble connecting to, as Marigold's website worked fine and seems to be based in South Korea.
