Reporting CC Creators Locking Content Behind a Permanent Paywall

Back in 2017, SimGuruDrake issued a statement regarding the controversy behind paywalled content: https://forums.thesims.com/en_US/discussion/930045/ea-its-time-you-start-doing-something-about-the-entitled-cc-creators-in-the-sims-community/p3

Good morning folks! So I've been alerted to this thread by the mods and wanted to provide some insight here on two points of discussion: CC/Mods locked behind a paywall and Patreon.
CC/Mods Locked Behind Paywalls - Creators cannot lock content they make using our game behind a paywall. While we do not police this content (there is no way we would create a team simply to monitor this) we do take reports sent to us seriously and action accordingly.
Patreon - We understand that folks who make CC / Mods for others to enjoy are doing it in their free time and may desire to offset costs to create the content by using this service. As long as the content is still made available FOR FREE we do not mind these types of pages. Folks who have a Patreon page are welcome to provide folks with "early access" incentives for their content but it should be made available to the general public within 2-3 weeks of it being given to folks early.

I hope that this provides you with some clarity and please reach out should you have any questions.

Is this still considered a current and valid stance from the SimGurus on the topic? How would the community go about reporting creators that do not follow this guideline? There seems to be a bit of discourse on r/TheSims about the topic and a lot of people claim that the statement is "outdated."

how do you report creators who are still charging on Patreon? I remember a while bk ea put up warning about the rules stating: We recognize that creating Mods takes time and resources. To offset these development costs, Mod developers may:offer an early access incentive for a reasonable amount of time. After a reasonable early access period, all players must be able to access the Mods in full for free regardless of whether they donate.run passive advertisements and requests for donations so long as they are limited to the Mod website or distribution site, and don’t appear within the Mod itself.

yet there's still loads of creators not following the rules having things locked all the time and for stupids amounts to.

You probably already have this knowledge but just in case, it's always a good idea to check Curseforge, as lot of mod creators are posting their newly free content to Curseforge while keeping mods locked on Patreon. That being said, I've found that most creators follow the rules regarding release of mods in a timely manner, but absolutely there are some who look for loopholes in hopes of gaining additional $$ when some people get desperate to use inaccessible mods.                                                                                                                                                                                                                                                                                                                                                                                                                            Creators who use such tactics need to realize it is breaking the rules and unfortunately, paying patreons having unrestricted access are likely unaware of this and continue to provide support when they otherwise might not under such circumstances...some people have morals.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                If I were to start using a creator's content and liked it enough to think I might support the creator, but I see such behavior, it's enough to keep me from doing so. In the long run, whatever success they think they have, it's less than it could be using such an approach
