Restaurant employees take forever to show up

Sometimes they don't even show up at all! I'm so confused about all the fixes they've claimed to have made to the Dine Out expansion pack with this latest update but yet nothing at all has changed. I've been at this restaurant in Sulani for 8 sim hours and we have 2 chefs, 2 waiters, but no host! No host = sims can't be seated = sims can't eat. This is so frustrating. I've already tried the Fame toggle trick, reloading game, reloading lot, playing with a vanilla game, nothing has worked.
