Romance bar not showing

Stuff packs: all of them except Backyard stuff, Fitness stuff, Kids room stuff, Luxury party stuff, Moschino stuff, My first pet stuff, Nifty knitting, Paranormal stuff pack, Perfect patio stuff, Romantic garden stuff, Spooky stuff, Toddler stuff and Vintage glamour stuff

How can we find the bug ourselves? Try a romantic interaction on someone you have no romance bar with. In my case whenever my sim succeeds in doing a romantic interaction, you see the heart with a + above my Sims head but the romance bar will not show up. I have tried doing romantic interactions between Sims that already have a romantic relationship and then it will appear for that Sim but not for a new Sim that doesn't have the romantic relationship.
What do you expect to see? I expect to see my romance bar showing up again, ofcourse it's not all about the romance for me but the game lacks fun without it

So for a better view on my issue, I have searched all over the internet for solutions. This starten when I started playing the Sims again yesterday, I was using mods but when I noticed this bug, I went ahead and moved all of my mods out of my mods folder. After starting the game up again, nothing seemed to be changing (still no romance bar).
I tried resetting my user files, as mentioned in another post on here, this didn't help either. I tried resetting my game multiple times, this didn't help. I cleared the cache, didn't help. Because I was (and still am) beyond hopeless, I even deleted Origin + Sims 4 and reinstalled, even now I still have the same issue.
