Same mod but behaving differently on two computers

So I have the exact same mod folder on two computers. I have the explore mod and on one computer it works as intended. But on my laptop when the sim came back from exploring they got a volunteer buff for reasons I don’t know. I have tested it multiple times and consistently got the same different outcomes on the two computers. I wonder if anyone knows what is going on ? Thanks.
