Sim cannot vacuum upstairs nor will robo vac?

I am currently playing sims 4, i have no mods, no custom content. and didnt use any cheat codes to place anything. on the game. i have also shut it down and restarted. 

I created an upstairs for my sims on there cottage home which i put a robo vac downstairs and one upstairs. The robo vac runs downstairs fine but when it runs upstairs it doesnt clean the floors. I went ahead and purchased a regular vacuum but when i try my sim shows the symbol that they cannot. I figured since its a small upstairs area i would purchase the handheld vacuum but that one doesnt even give the option to clean with, only to empty it and my sim has never used it. I went ahead and removed some items from the upstairs since it is small and my sim could vacuum but the dust is still there and now i have dust bunnies. I am not sure what to do as i stated the downstairs i have no issues, only the upstairs
