Sim Can't Make A Speech at a Podium

Steps: How can we find the bug ourselves? Have a Sim with level one or higher in Charisma. Have a podium (either in the Sim's inventory, or just on the lot), and click on it. You will not be able to see the option for your Sim to do a speech
What happens when the bug occurs? Nothing at all, you cannot click on it as it doesn't exist, so the Sim can't do a speech
What do you expect to see? The Sim should be able to do a speech
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I've never had this happen before, and I can't find anywhere to tell me what to do. I've talked with other Simmers, taken my mods and custom content out of the game, and checked to make sure that I've updated it to the newest update. My Sim is at level 4 in the Political Career, and the entire time she's been in the career (which has been about a week or so in real life), I haven't been able to get her to do a speech. Everything I've looked up says that Sims are able to do speeches at podiums once they are at or above level 1 Charisma, and I've tried using the podium at public areas, the podium that's by the gym in San Myshuno, and have my Sim buy and take the podium out of her inventory, and nothing is working.
