Sorry but partial error messages generally are of no use.
Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
I did everything you said, deleting the cache and moving the mods but it's still acting up. I managed to get my sims to respond but now their thumbnails won't pop up in one of the households and in the other household one sim seems to be still walking funky.
