Sims 4 isn't loading mods??

I need help with my sims 4 game. I have reinstalld the game 4 times now and I can't get my mods to work. I bought the new faires expanison pack and my computer didn't have enough ram. After I cleared space and reinstalled my game, the mods folder won't load any content. 

I have tried online solutions and I can't get the game to generate a new mods folder. What can I do?
