Sims 4, sims not moving

Im having an issue with my Sims 4 game. My sim will not move, or do any interaction at all. I also can reset my sim. Ive tried removing all my mods. Ive uninstalled and reinstalled my game. Ive removed packs. Ive cleared all my cash, thumbnail removed the Sims 4 file and restarted the game. nothing is working. With MCCC and TMEX better exceptions mods I have gotten to the base of what could be the issue. But i have no idea how to fix the problem.

Ive included a screen shot of that Better Expections says. I have located the "file" that is says is the issue, however removing the file doesnt help fix the issue. Please help
