@FinnMyGuy , I did try to find this on the Bug Report section and couldn't. But I can certainly understand how upsetting that is! 😓 While this might be a bug, there are also some other things that might be causing this, and we would have to rule them out first.
Are you playing on a console or are you playing on a PC or Mac? 🤔 If you are playing on a PC or Mac do you happen to use any Mods or Custom Content (CC)? 🤔 If you are, it could be that some Mod or CC is outdated and would need to be removed and replaced with a version of that Mod or CC item that is compatible for the latest patch to the game. You will also need to delete the localthumbcache.package file as this can sometimes retain bits of corrupted data that can cause problems in your game. 🤨 You can find that in your game file by going to Documents > Electronic Arts > The Sims 4.

I had the same issue. I was playing with a family and had the most recent version of MCCC installed. I had one adult and 7 toddlers and a baby and the adult sim was taking care of the toddlers. Suddenly when the last baby aged up, I ntoiced I had 7 toddlers. But I already had 7, shouldn't I have 8 toddlers now? One of them had disappered, wasn't in the relationships panel of any of my sims.

The limit for a household is 8 including pets. If you exceed that by using mods then when you go to CAS random sims will be culled to bring the number down to 8.
