Sims can't interact with toddlers at all, aging up toddlers can't be aged up

Steps: How can we find the bug ourselves? Sims won't interact with toddler, command disappears, aging up toddler no longer appears
What happens when the bug occurs? I give an adult Sims a command to take of or interact with a toddler and then nothing happens. The action disappears and the Sims stand in front of each other doing nothing. The adult Sims stands around doing nothing then glitches for a second, comes back, and whatever interaction I set for them disappears. I also can't age up the toddler either
What do you expect to see? Sims obeying the command to interact or take care of toddler, who is also the child of said Sims

Please describe the patch or change you made. I have a lot of mods and cc, but before the recent patch adult Sims could take of toddlers just fine. I had no issue aging babies to toddlers, but now I can't age up toddlers to children, the option has disappeared. I had none of these issues prior to the last two patches, the one in July 26, 2022 and the one on August 2. I'm not even entirely certain the newest patch, the one that was supposed to fix everything from the previous busted patch in July, was even updated properly unto my game, I can't tell the difference. I have the new High School Years pack, but that shouldn't be effecting interactions with toddlers.
Adult Sims can't interact with toddlers in any way, not even taking care of them. Aging up toddlers option does not appear. Toddler has to take of themselves because giving food and drink does not work. Sims are given the command, glitch out for a split second, and the command disappears. Prior to patch updates, taking care of toddlers with mods and cc did not cause issues.
