sims lot off grid despite not having the trait on

ive spent ages building a house and just started playing, but my house is stuck off the grid, i have no bills to pay and 100% dont have the trait selected, this is happening to every house in my world aswell as other worlds. i play on pc and do use mods/cc but ive never had this issue? i tried to move out the house and back in but i couldnt move back in and keep the lot so i cancelled it. i dont know what to do now i dont want to lose all my progress 😭😭😭
