Sims won't go up the stairs

Product: The Sims 4
Platform:PC
Which language are you playing the game in? Español
How often does the bug occur? Every time (100%)
What is your current game version number? 1.99.264.1030
What expansions, game packs, and stuff packs do you have installed? Every EP except Horse Ranch and Growing Together. All GP's except Strangerville. I have the next stuff packs: Moschino, Laundry Day, Vintage Glamour, Romantic Garden, Nifty Knitting, Paranormal, Backyard, Spooky, Movie Hangout and Luxury Party. From Kits I just have: Everyday Clutter, Patel Pop, Desert Luxe, Moonlight Chic, Modern Menswear, Blooming Rooms, Incheon Arrivals and Country Kitchen.
Steps: How can we find the bug ourselves? Place a four square platform in the middle of a two store building then add double stairs in the front and two more on the sides, delete the floor above that is around the stairs using fences and finally try making your sim walk up to the next floor.
What happens when the bug occurs? My sims just won't go up the stairs even if nothing is (seemly) blocking their way.
What do you expect to see? My sims walking up the stairs.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I build this staircase and thought there would be no problem with it because, as seen in the images, nothing is blocking my sims path, but they simply don't go up. I tried mooving the lamp in the middle, the two flower pots and that thingy that is in the wall, I even deleted the entire floor that is on top of it and made it again but still they just won't walk up the stairs.

    Did you try moving the pedestals that the flower pots are on along with the flower pots?  I assume you placed those and the pots with MOO on.

    How did you build the stair?  I love the look of what you did but I have never been able to build a 2-tile stair like that with railings unless I used a platform.  And the platform had to wider than the stairs to place.  Otherwise, I ended up with a railing in the middle that left a railing running though the platform.  Judging by the look of the stair, it doesn't look like a platform is there, but I just may not be able to see it.  Did you use a mod to get rid of the "extra" railings?
