Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
- Options.ini (or just re-set all your settings manually)
- Tray Folder
- Screenshots/Videos/Custom music
- Rest of the save games (leave out slot_00000001.save which is the autosave and no longer needed - if you still have it)
- Custom content like clothing, hair, skins, make up ....
- ConfigOverride, if you have your own configuration files.
- Mods (one by one, making sure they all still work)
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
I have the same thing, the skin details just won't stay specifically for mermaid sims.

I have the same issue in regards to the glasses. If you put cc eye lashes on a sim and then add a pair of glasses the lashes do not stay on and vice versa. I've just accepted that they cannot have both. lol
did anyone get a fix for this?
I couldn't freely manage skin details for my mermaid sim, either. I don't know when this started, specifically, but pretty sure it was after the newest EP. And seems like this problem only occurs with mermaid sims. I haven't experienced it with other occults, tried with spellcaster and vampire (aliens are still having some issue which the skin details sometime switched to other ones after changing to another outfit or leaving CAS). It always let me use as many skin datils as I wanted before High School Years expansion pack and now it just keeps bugging and not letting me use my cc skin details on mermaid sims. For more details, so I was only able to use about 2 or 3 skin details on my mermaid sim and whenever I clicked on the 4th one, of course in differently area, the third one always disappeared; however, there was still a green line framing the third skin detail, which got removed from the sim's face, in the "skin details" displaying tab. And right when I changed to another outfit, both the 3rd and 4th skin details were both removed on my sim. Tried testing with no tattoo, accessories and even clothes.
This has been so frustrating for me and I really hope that some one can find the solution.
I had this issue. I fixed it by moving my The Sims 4 folder to my desktop and then load the game so it can generate a new folder. I closed the game and then moved my saves, mods, and tray files into the fresh folders in the new The Sims 4 folder.
@lakitty18 , thank u so much for helping but this did not help with my vampire sims :"( however, the game runs so fast now thanks to you and your suggestion <3 Have a nice day
So I recently figured out a way to solve this problem, only for vampire sim:
1. (Optional, but will make your game run smoother and prevent crashes a lot tbh) So I think what we need to do first is to clean our Sims 4 folder (located in Documents/Electronic Arts). First of all, go to graphics settings and capture a screenshot, you'll have to readjust graphics settings right after cleaning The Sims 4 folder. Now, you can move the whole folder to any other folder outside your documents folder (maybe just create a new folder that you can find easily). Launch the game, go to Settings->Graphics, adjust it (using the screenshot you captured previously), turn on "enable custom contents and mods" and exit the game. Move the "Mods", "Tray" and "saves" folders (in the moved The Sims 4 folder) back into your newly created The Sims 4 folder (located in Documents/Electronic Arts).
2. when entering CAS, UNLINK the vampire form to the human form (you'll have to UNLINK them when it comes to using skin details, you can link them while making their outfits, body and appearances). Set your sim to EVERYDAY outfit, in human form, set the skin details. if you are able to apply them successfully, you better save your progress into your library right away. If it doesn't save the skin details when you're trying to save it into your library, please exit CAS (click the "check" button).
3. Re-enter CAS, UNLINK and try to use skin details again (everyday outfit and human form). If you still can't do it, you may have to use 50/50 (if u have CCs and mods, if you don't have any CC, please ask for professional help). By this step, I was able to apply skin details into my sim's human form without a problem. Save your sim into library as you have finished with the human form. Switch to vampire form and do the same thing.
4. If you can't apply skin details with vampire form, exit CAS. Now you're in gameplay mode, be sure to have sim turn to their human form and use MCCC: Sims CAS->Copy/Paste...->Copy Skin details. Switch to vampire form, use MCCC: Sims CAS->Copy/Paste...->Paste Skin details. The game would freeze for few seconds and an orange notification may pop up after the freeze but now you can see the skin details have been applied to vampire form.
5. Now, enter CAS, choose vamp form, everyday outfit and UNLINK the forms. You're now able to freely set the skin details. Remember to save your sim to library after finishing.
