Sims can't swim where the property extends into the water. Watercraft placed in water on propery sit on the bottom and sims walk on the bottom while on property. Also open water ladders do not work when property extends into the water.
Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
- Please also add some pics of what you are seeing

thanks for finding the culprit. Unfortunately your post was removed by accident when moving the post. Would you mind posting the name of the mod that caused the issue again ?
