The outfits pop up menu isn't showing up

When i go to change a sim's outfit it just freezes the screen and the pop up menu to select an outfit does not pop up. I have deleted all my UI mods, I have deleted some mods that I installed before having the problems, i deleted localthumbcache.package and everythng. I know it has something to do with mods because when I removed the mods folder the problem wasn't there anymore but I still want my mods and i'm tired of deleting one mod waiting for the game to load and just to be disappointed that the problem is still there several times.
