Toddlers have no whims

I recently had to completely reinstall my Sims 4 game and all of the EPs, GPs and SPs that I have for it.  And for some reason, now my toddler sims are getting no whims at all?  Young adult sims got them just fine though?  I haven't yet tried child, teen, adult or elder yet.  Probably should, eh?

But even if it's just the toddlers, I want to know why they're not getting any whims at all, for anything?  I love playing toddlers, I love their little whims and all the flavor text associated with everything to do with toddlers.  And them not getting any whims is sucking the joy out of playing them for me.

I've tried removing all mods.  Didn't help.  Tried updating and repairing the game.  Didn't help.  GalacticGal on the main Sims discussion forum suggested renaming my existing Sims 4 folder and then starting the game up so a new folder would generate and trying that new folder out to see if toddlers got whims in it.  And that was a big ole NOPE...

PLEASE HELP!!!!
