Toddlers needs not decaying

I have a toddlers sim whose needs won’t decay no matter what I do. I tried the mailbox method, mccc, and shift click. The only need that diminishes is attention. When I turned off mods and cc it started working like normal. I even aged her up and it was working like normal, but once I aged her back to a toddler it was stuck again. It’s only this one sim, all the other sims function normally. I have noticed one thing that’s different. Whenever I shift click on her she has an option that says “Lock all motive Decay”,  and no other sim has that. Also when I take the toddler off gf the lot their needs decay normally. How do I find out which mod is causing this? Explain like I’m three pls.
