Townie hair with face discoloration

How often does the bug occur? Every time (100%)
What is your current game version number? 1.81.72.1030
What expansions, game packs, and stuff packs do you have installed? Haven't played since January 2021. A few days ago, I installed Cottage Living, Dream Home Decorator, and Fashion Street Kit and started playing again All expansion packs except Eco Lifestyle and Cats and Dogs Game packs: Dream Home Decorator, Jungle Adventure, Dine Out, Spa Day, Outdoor Retreat Stuff packs: Tiny Living, Vintage Glamour, Backyard, Romantic Garden, Movie Hangout, Cool Kitchen, Perfect Patio, Luxury Party
Steps: How can we find the bug ourselves? Head to a bar or festival (wherever the largest crowds are).
What happens when the bug occurs? Some townies have close-cropped brown or colored hair and brown "spray paint" around their face. I cannot find the hair in CAS.
What do you expect to see? Only hair that is available in CAS, and no brown spray paint around the face.

Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Updated game software to latest (November 2021) version.

I have not yet taken out mods/cc. ***ETA: I took out all the mods/cc and did not see any townies with the close cropped hair and brown shade on the face. So I guess it is a mod or cc, even if I could not find the hair in the CAS hair menu.
