UI issues :(((

So. My UI is f'd up. The title scr3en has "WWWWW", and the butt0ns, the scal3 and the options of CAS are way too big, way too small or nonexistent. I se@rched up a bunch of s0lutions, d3leting my whole mod folder to re-add the good mods and got rid of broken mods, removed and disabled mods after that didn't work, 1 repaired my game, played it clean, deleted the cache, repair again, checking the mega forum for the broken mod/cc list, checked Better Exceptions, so now I'm thinking this is a game problem rather than conflicting mods. Do I have to reinstall the language or something? If I do, How would I do that? Is this a graphix issue?
