Unable to command my sims

I've noticed that my Sims 4 game continues to stops functioning. I try to select a sim to do something but those commands do not show up. I click to change between sims in my household and that doesn't work either. They're not frozen either. For example, my toddler is just standing but moves slightly. I have an adult sim that is sleeping and the "zzz" still comes in and out. I have a dog that is laying down and is still wagging his tail. I can zoom in and out and move around the world I'm in.

My game says it's paused despite me never actually pausing it. I can select to pause or speed up the game but the time stays the same. It still projects the current time as 7:03 am. I can still click on Skills, Relationships, Inventory, etc., and the pop ups still appear. I also can't save because it will save for a long time without ever really saving. I have to force quit to get the game to close.

I've repaired the game multiple times and the same thing continues to happen. I do have mods and CC, so I am going to try taking out my mods and CC to see if that will fix it. Any help is appreciated!
