WCIF: Stop a SPECIFIC Sim from spawning?

Is it possible to stop a specific Sim from spawning on random public lots? I mean, that flag has to exist somewhere, since Father Christmas and the Grim Reaper don't just show up at the gym randomly. Is there a mod like that out there?

Whether a basement paint goblin, prisoner in jail, or whatnot... it's weird to see them wandering around town freely.

The only mod that I can think of that might have a flag for this usable on an individual Sim is MC Command Centre. Kuttoe's Home Regions can be used to prevent Sims assigned to one world from showing up in another world.
