Starting over from scratch is hard, I just did it myself. But I must admit I am not sorry I did. I had some BB assets that were six years old in my old Sims4 folder. And many skins, hairstyles and makeup that I seldom used. When I play now, the game feels newer and fresher. As @akaniki0 stated, place all your in game mods into a folder of it's own even after you create a new mods folder for the custom content you want to keep. Just plop it into the new mods folder for easy access after updates and new packs. It's much easier to update those mods without searching for them through the entire mods folder that has CC in it. While rebuilding my mods and CC, I downloaded CC and BB assets that were no more than three years old. Sims4Studio is a great tool to use when cleaning out old CC, but it does require a lot of time if you have a lot to go through. I use it for the batch fixes and for changing when certain items of clothing can be worn such as changing a dress into nightwear only, or deleting certain swatches I know I will never use. But do hang on to the mods. Finding a mod that nukes an irksome bug, or makes the game more fun, is priceless.
