I removed the mods and I found the ladders in transportation
And the other problems apparently ok too
I only had a few mods from twistedmexi, I'll check one by one to see which one breaks the game

Unless I place a fishing sign from build mode on a lot - @ In case it is useful for someone, the mod that was creating this trouble for me was the Tmex-CoastalPoolsAndBasements, after I removed it, all was solved
@bie_breeze There haven't been reports of this to the creator's support. Could you test the mod *alone*, with no other mods or CC installed? There's a chance you removed a mod conflict.
