What is the "Topic" type?

I've noticed that there's a "Topic" type in the XML code, and topics are added to Sims through loot actions. I'm confused about what these do, though. I've seen them used in a few test conditions, but that's all I know. I'm guessing they have something to do with interacting with Sims?

    Topics control the "relevancy" of socialization actions available to Sims. For example, a "Talk about Music" interaction might set the "Music" topic, which unlocks or increases the likelihood of "Talk about Violins" bubbling up to the "front page," which is the set of social interactions available to Sims in the first level of the Pie Menu.
