Why did the August 30th update disable the gameplay, environment, and pack settings when using mods?

So apparently, "restore defaults" does work in having aging up enabled, but I still do not like this. The reason is because if you want aging turned off anytime this basically forces players to turn off mods and that would be very annoying. Important to keep in mind as well that the aging of other sims need to be taken into an account as well that you have no control over. Having to temporarily turn off mods just so that way if you want them to age up or not.
