Why did the August 30th update disable the gameplay, environment, and pack settings when using mods?

Those three features are not disabled anymore when I am using mods, but very strange. I messed around with the options menu a number of times with enabling and disabling mods until eventually gameplay, environment, and pack settings finally reappeared again instead of showing up as blank screens that showed hardly anything even with mods being enabled.
