blooming rooms kit missing content

i’ve played the sims on my xbox for about a year, i have a disc with base game and cats and dogs and i have two kits, two stuff packs, and one game pack. but i bought the blooming room kit a month ago and since ive had it, it always says missing content i fixed it once but it still always ends up with missing content. i’ve gone into manage and it says everything is installed, i’ve restarted my console and i’ve cleared locally saved data. i really don’t know what to do because i love the kit and i love to play but i cant.
