I'm noticing this on Xbox One as well. It's especially annoying for me since it seems to cause some drifting when the cursor moves up towards the top of the screen, which very well could be my controller then again I don't have any sort of drifting issues with anything else I play. As you said it only seems to be a problem with moving the cursor, and I doubt I would have any drifting issue at all if the deadzone was larger.
