Build mode- Can't go back.

The last few times when I have been building a fence, wall or similar item in build mode, I click the circle button to go back to do another task on the build, but it won't return to the other option in build mode, so I am stuck with the fencing or wall tool. This is making building impossible. The issue is unlikely to be my controller, as circle works perfectly fine on other games and when navigating the games options- this is just an issue on build mode. Has anyone encountered this and know of any fixes? I attempted to change some of the options in the UI and then reset to try and reset the game, but this didn't work. I have 400 hours in the game and have encountered this a couple of times in the past, but it usually resolves itself.
