If you're playing The Sims 4 on PlayStation and were previously accessing City Living through PlayStation Plus, this is expected.
The City Living DLC was removed from PlayStation Plus and replaced by Island Living.
If you don't own City Living, you'll need to purchase it if you wish to continue playing with that content.
as i stated in my issue, i purchased it long before i had play station plus but after it was removed from playstation plus i could no longer access it, including re buying the pack.
