Download to use (cats and dogs Xbox series s)

I have bought the sims 4 cats and dogs with the my first pet stuff pack, when I installed it, it says to ‘download to use’ when I go into the physical game. Now I’ve tried to install cats and dogs multiple times but when I install it on recently installed it shows cats and dogs when I’m installing the game please help, I’ve been struggling since yesterday
