Downloading two expansion packs on PS4

I have a PS4 and bought two hard copy DISC expansion packs for the sims. The problem is that they are both base game bundles so when I put in one disc it only plays that expansion pack. I lose all content for that expansion pack when I put in the other disc. Can I not play both expansion packs at once since they technically are both downloaded on my console? I purposely did not buy them as online downloads because I found the hard copy’s MUCH cheaper somewhere else.
