Anyone having problems with the fill all motives cheat?! It’s not working for ps4!
My apologies! If you're not able to access the mailbox, you can do this from your Sim directly instead - for PlayStation you'll hold the O button and press X over your Sim, then select Cheat Need-> Make Happy. This will fill all your Sim's needs.

How exactly are you entering the cheat?
Community ManagerHave you tried using the Fill Needs option from the mailbox instead? Make sure testingcheats is enabled, hover over the mailbox on your lot and hold the B button, then press A. From here, you can select Alter Needs, then Fill Needs (Household).
