First kiss/other kissing and intimate interactions disappeared

Steps: How can we find the bug ourselves? The specific situation involved a new game on Sulani of two young adult sims, roommates with a shared teenage child but not married, one human and one mermaid. While issuing interaction commands through only one of the 2 young adults, I was stringing together a line of romantic interactions with a friendly interaction after every second or third romantic to build both friendship and romance meters.
What happens when the bug occurs? Once the romance meter was appropriately high the first kiss interaction appeared as an option. However, after several other romantic interactions occurred(i.e. flirt, compliment appearance, blow kiss) and a single friendly interaction occurred(discuss interests), the first kiss option vanished. Despite other previous romance interactions being available and the successful use of these interactions, first kiss never reappeared nor have the later interactions such as kiss, give massage, woohoo, ect. ever appeared.
What do you expect to see? I expected the first kiss interaction to remain available so long as the relationship meter remained high enough, until such time as it was successfully used. After which I expected the further romance interactions to become available as normal with an increase in the relationship.
Have you installed any customization with the game, e.g. Custom Content or Mods? On console - never used.
Did this issue appear after a specific patch or change you made to your system? No
I have created several new households of a similar situation both using the same DLC and even on the exact same lot in recent days and never experienced this problem. Restarting the game and reloading the save did not fix the issue.
