Gallery doesn't sort

When I sort by owned packs in the gallery it doesn't change what builds/households it's showing. Meaning I'm mostly getting builds with packs I don't own when I'm trying to find ones that ONLY have the packs I OWN. This has been happening for a few months now and it's really difficult to set up new saves because of it. I'm on Xbox Series S.
