This sounds like you have the Autonomy setting fully turned on in-game. With Autonomy enabled, Sims will have full free-will and will perform actions on their own. If you'd like to turn this setting off, you can open the game menu, head to Game Options-> Gameplay-> Autonomy-> Off.
