I should also add, you can see the build in this screenshot but when my sims travel to venues around it the lot is empty, the build is just not there! What! Where did it go?!

Are you able to place a new lot here from The Gallery in Manage Worlds view without loading into this lot, or are you getting an error when you try from Manage Worlds view as well?
When I try to place a lot from the gallery in manage worlds this is when the error code pops up
