Have you tried updating your controller? If you are on Xbox it's in Profile & system > Settings > Devices & connections.
If that doesn't make any difference I've found a bug report here:
If you'd like to click Me Too on the first post on page 1 and add a reply if you'd like to do so. I see it's affecting more of your controls and not just CAS for you but you can add that in your reply.

- @JessSim23 I play on PS5, but I've always known Sims to be a pc game, so I got a keyboard and mouse for the console, works like a dream, it's not a fix but if you have a wireless keyboard and mouse I can't rate it high enough, makes everything so much easier, I've read they've changed the controller buttons on ps and everyone's annoyed, worth a good you wanna experience the Sims how it shudda been played 🙂
