I Can't find, or spawn in Tulips.

So normally tulips spawn near an abandoned mine, or the Caliente house I was told. I can't confirm these statements as I go to Oasis springs from my house in Windenburg and NO plants spawn anywhere. Yet I go to Willow Creek and the wild, and park plants will spawn.

Going into the cheat bar, I use the testingcheats true and testingcheats on commands, finding they do absolutely nothing to help. The object spawning command will not work. I don't care what happens so long as i get just ONE SINGLE tulip to grow, and I don't lose my save. After scouring the internet as best a sickly person could at midnight I decided to go where I could get an answer to my specific question.

Please help, I really want to be able to complete all of the grafting combinations.
