Just downloaded city living but there’s no SAN Myshuno

I just downloaded City Living expansion for my Sims 4 on my PS4 but when I finished creating my sim I wanted to move her into an apartment and the city management did not have the apartment city at all so I couldn’t move in. I thought the City Living pack was meant to have SAN Myshuno and it just isn’t there what should I do?
