Community ManagerIf you're were previously accessing City Living through PlayStation+ this is intended. The City Living DLC was removed from PlayStation+ and Island Living was added instead.
If you don't own City Living, you'll need to purchase it fully to continue playing with that content.
This happened to me how do I purchase city living if it’s still showing as I own this pack and at the same time still stating that I have to download it to access my content. I tried uninstalling and reinstalling the sims4 city living did not show up as one of the add ons. What do I do so I can purchase it to continue playing

Are you a PlayStation Plus Premium Member? If so, see comment #4 from EA_Cath.
Since you write that you don‘t have the add on, you can buy the Pack from the Playstation Store to continue playing.
