Missing packs

I bought vampires and dine out a couple years ago on my Xbox. Recently I’ve took a long break from the sims 4 and have only just come back, playing through cloud gaming on my laptop. My account is linked and all packs are saved. Apart from 2. Vampires and dine out are missing with no reason, warning or refund. I don’t understand why I don’t own these packs as I did meet months ago when I last played. Can I get any help returning these packs to my Xbox account or getting a full refund for both. Many thanks.
