I have solved this problem. I use a USB hub to attach peripherals to my Xbox. I originally had a keyboard/mouse combo, connected with a single USB dongle. But then I got a separate mouse, so I added one more dongle onto the hub, and that was when the lagging/sticking mouse started happening. The solution was to buy a USB hub that is powered with an AC power supply. After that, everything worked perfectly.
